as more councils and bodies like the City of London Corporation took over the management of commons, they also continued the system of impounding animals belonging to non-commoners. Like councils impounding private cars that don't have a permit or breaking parking regulations

the manorial waste and street look like public space because they are open, but not everyone has the right to use them/put their own property on them/take the benefits of grazing/a parking space on them
